Institutional Enforcement, Labor-Market Rigidities, and Economic Performance

This paperstudy the issue of institutional enforcement of regulations by focusing on labor-market policies and their potential link to economic performance. It test the different impacts of enforceable and non-enforceable labor regulations by proxying non-enforceable labor rigidity measures using data on conventions from the International Labor Organization (ILO). It has been argued that non-enforceable conventions -that is, those that exist on paper and are simply de jure regulations -appear to be more distortionary and tend to be the least enforced in practice (Squire and Suthiwart-Narueput, 1997). According to Freeman (1993), these conventions reflect the ideal regulatory framework from an institutionalist perspective and cover a variety of labor market issues, from child labor to placement agencies. Whereas in theory, a country`s ratification of ILO conventions gives the country legal status and thus supersedes domestic regulations relating to those issues, in practice the degree of labor-market rigidity depends on how the conventions are enforced. It is the outcome of the regulations that matters, rather than their number.

Como enseñar problemas de demostración en educación básica

Un curso de geometría se desarrolla para aprender a trazar, y no para estudiar las propiedades de las figuras que permita a los estudiantes establecer relaciones entre objetos geométricos. Estos trazos están diseñados para ser realizados con regla y compás, que eran medios utilizados cuando se desarrolló la enseñanza de la Geometría. El alumno en el nivel de educación básica actualmente requiere de acuerdo a su nivel de madurez intelectual, observar plásticamente como se desarrollan las propiedades geométricas de los objetos, para comprenderlas en forma intuitiva más que rigurosa de acuerdo a su desarrollo intelectual y psicológico. Los alumnos de educación básica trabajan de forma visual con objetos que tienen físicamente frente a ellos, y no son capaces de justificar con claridad sus ideas: Niños de cursos posteriores logran un notable desarrollo en su capacidad de expresión, aunque siguen necesitando objetos físicos que le permitan estudiar las matemáticas, realizando estos objetos representaciones de conceptos o propiedades generales y abstractas; que sustituyen a los razonamientos formales abstractos

La política científico-tecnológica en México (1980-1984)

El presupuesto autorizado en 1984 al Consejo Nacional de Ciencia y Tecnología (CONACYT) participa con un 11.71% del gasto nacional en ciencia y tecnología, observándose un crecimiento de 45.7% respecto al año anterior, pero si tomamos en cuenta que la tasa de inflación durante 1983 fue de 82%, el incremento real fue negativo, superior al 7%. Estas restricciones presupuestarias perpetúan la dependencia, impidiendo el desarrollo de la planta productiva nacional; desestimulan la investigación y la aplicación de los descubrimientos e innovaciones tecnológicas nacionales, y propician la fuga de cerebros

Photohadronic scenario in interpreting the February-March 2014 flare of 1ES 1011+496

The extraordinary multi-TeV flare from 1ES 1011 +496 during February-March 2014 was observed by MAGIC telescopes for 17 nights and the average spectrum of the whole period has a non-trivial shape. We have used the photohadronic model and a template EBL model to explain the average spectrum which fits well to the flare data. The spectral index $\alpha$ is the only free parameter in our model. We have also shown that the non-trivial nature of the spectrum is due to the change in the behavior of the optical depth above $\sim 600$ GeV $\gamma$-ray energy accompanied with the high SSC flux.Comment: 11 pages, 3 figures, LaTe

Blazar origin of some IceCube events

Recently ANTARES collaboration presented a time dependent analysis to a selected number of flaring blazars to look for upward going muon events produced from the charge current interaction of the muon neutrinos. We use the same list of flaring blazars to look for possible positional correlation with the IceCube neutrino events. In the context of photohadronic model we propose that the neutrinos are produced within the nuclear region of the blazar where Fermi accelerated high energy protons interact with the background synchrotron/SSC photons. Although we found that some objects from the ANTARES list are within the error circles of few IceCube events, the statistical analysis shows that none of these sources have a significant correlation.Comment: Latex file, 6 pages, two columns, 1 Figur

Los castillos en el reino de Córdoba: revisión historiográfica y perspectivas actuales

After a historiographical survey of the most relevant authors who have dealt with fortifications in the Late Medieval Kingdom of Cordoba ( Spain ), we have tried to establish an evolution in the different ways of approaching the study of this particular buildings. At the same time, we analyse the various opportunities for ressearching that have come out, both from restoration projects carried out on architectural heritage and from the main methodology advances and new approaches wich have been developed in recent years.A partir de la revisión de los títulos y autores más representativos que han tratado el tema de las fortificaciones medievales cordobesas, nuestra intención es marcar una evolución de los diferentes planteamientos en su estudio, desde sus orígenes hasta llegar al estado actual de la cuestión. Igualmente, esbozaremos las múltiples posibilidades que se abren en esta investigación, ya sea a raíz de las intervenciones arquitectónicas sobre el patrimonio monumental, ya de las principales innovaciones metodológicas y nuevos enfoques aplicados en los últimos años

Como parte de la crisis capitalista que vive México, el abandono al sector educativo, científico y tecológico relacionado con el medio rural es alarmante. Más aún si se le compara con la participación de la educación en las actividades agropecuarias durante la década de los treinta y principios de los cuarenta en el siglo XX. Sin embargo, el sistema nacional de educación agrícola superior, surgió sin planeación y criterios definidos que integren la educación destinada al sector agropecuario con los intereses campesinos jornaleros, ejidatarios y comuneros del país

The origin of multi-TeV flares from the nearest blazar Markarian 421

Markarian 421 is a high-peaked BL Lac object and it has undergone many strong outbursts since its discovery as a TeV source in 1992. Markarian 421 has been stud- ied intensively and was observed by various Cherenkov tele- scope arrays ever since. The outbursts of April 2004 observed by the Whipple telescope and of February 2010 by the HESS telescopes are explained well in this work by using the photohadronic model. To account for the attenuation of these high- energy gamma-rays by the extragalactic background light (EBL), we use template EBL models. The intrinsic spectrum of each epoch is different even though the high-energy protons have almost the same spectral index. We observe that this difference in intrinsic spectra is due to the change in the spectral index of the low-energy tail of the synchrotron self Compton (SSC) photons during different epochs of flaring. Our results show that the contemporaneous multiwavelength observations, particularly in the low-energy tail region of the SSC emission of the source, are important in explaining the flaring phenomenon.Comment: Title changed, Single column, 19 pages, 6 figure
